Stats and Abilities
Raine is strictly a magic user in battle and is the medic/support for the party. Her stats are very typical for a mage: very low HP, attack, defense, speed, and evasion, contrasted with very high intelligence (the magic stat) and TP (basically MP).
She has a wide range of healing abilities, including both targeted and wide-area recovery, resurrecting KO'd party members, and healing both physical and magical status ailments. She can also heal TP for other characters and inspect enemies. Her support magic involves boosting attack and defense. As a side note, Raine can be set with additional skills that let her use items more efficiently, such as boosting item effects or being able to move more quickly after using an item.
Despite being the party healer, Raine isn't strictly limited to support; she does get two offensive light-elemental spells that are fairly powerful as well as two mystic artes in the PS2/PS3 versions that combine offense and support, and Genis and Raine's Prism Stars was the most powerful unison attack in the GC version.
Cooking, Likes, and Dislikes
Raine is terrible at cooking. She can get at most two stars for every recipe besides spaghetti, which is three stars. How bad is her cooking? Kratos makes an attempt to find something nice to say. Then he has to heal himself.
Her favourite ingredient is lemon and disliked ingredient is mushroom. She also prefers coffee over tea. Like, enough that her affection is boosted if the player chooses to have Lloyd say he prefers coffee.
Affection Boosts and Penalties
In general, Raine’s affection is boosted by choosing options that are cautious and not based on emotion, as well as investigating Kratos’ actions and believing in Kratos; her affection is decreased by choosing to get involved in other problems to help people, being friendly with Sheena and letting new members join, and generally being too gung-ho.
Other choices:
+ if Lloyd tells Dorr he can’t save Clara.
- if Lloyd fails the Thoda Geyser event and anyone besides Kratos or Raine saves him; big decrease if Genis saves him
+ for not defending Presea in Ozette
+ for agreeing to bring Mithos along

+ for not following Genis and Mithos
+ for not stopping Kuchinawa when he tries to take his own life (smaller boost for stopping him)

Fun fact: If you compare the absolute maximum affection point totals possible, Raine comes out second--and only because Colette starts the game with an automatic +500.
Background and Timeline
Raine is a half-elf, and half-elves age at the same rate as humans during childhood and adolescence, after which their aging greatly slows. They have a lifespan of about a thousand years, similar to elves. There's no information on the aging rate of elf children, but my assumption is that they grow up slightly slower than humans and half-elves.
Raine was born and raised in Heimdall, the village of the elves, located in Tethe'alla. Her parents were an elven mother, Virginia, and a human father, Kloitz. The only other thing known about Kloitz is that he fell in love with Virginia after he was dispatched from Meltokio to "investigate" Heimdall and that, for some unexplained reason, a half-elf in Heimdall attempted to sell out Kloitz to some soldiers, which led to fighting between the elves and half-elves (for some reason) and resulted in the Sage family being banished from the village. They fled from place to place and were pursued by Sybak's Imperial Research Academy, which wanted Raine for her high intelligence; at some point during this time, which was in winter, Raine fell overboard from a ship and nearly drowned when the academy caught up to them. Virginia eventually decided to abandon Raine and Genis at the Otherworldly Gate, where they were taken to Sylvarant. Virginia and Kloitz were later found collapsed in the Ymir Forest by Exire's elder; Kloitz died soon after of an illness and Virginia went insane.
Sylvarant was little better than Tethe'alla in its attitude towards half-elves, so Raine and Genis posed as elves and never stayed very long in one place. It's implied in the drama CD that Genis accidentally revealed their identities at least once. Raine never went to school but she took some tests to become certified as a teacher, and chose to teach in Iselia since the non-aggression treaty meant it was unlikely they would run into Desians, who could identify them.
Raine is 23 and Genis is 12 during the game. In-game scenes state both that Genis was born in Heimdall and was still an infant and/or newborn when they arrived in Sylvarant (this contradicts the drama CD, which says they were driven out of Heimdall ten years ago, which wouldn't make sense), making Raine around 11-12 when they arrive in Sylvarant. Therefore, there was only a small gap between leaving Heimdall and being left at the Otherworldly Gate, which may explain why Raine doesn't initially realize she came from an entirely different world.
Lloyd states in-game that he'll soon be the same age as Raine was when they first met, and the drama CD more or less agrees with this, stating that they arrived in Iselia five years ago, so she would have been around 18. The CD also indicates that Iselia was the first place in which they stayed so long. Raine has treasures from various areas around Sylvarant, so they likely travelled most of the world. She has a priest's crown from Asgard called the Crown of Earth, which is apparently a pair with the Crown of Heaven. It's suggested in a sidequest scene that Raine received it from someone with whom she may have been in a relationship.
One interesting thing of note is that Raine clearly has knowledge of computers, but these systems are not seen anywhere except for the Desians, Renegades, and Cruxis bases. This may indicate that she was temporarily in contact with Renegades or Desians at some point. Additionally, Raine recognizes a few Tethe'alla things throughout the game besides Heimdall and the Otherworldly Gate: Sheena's Mizuho clothing, the name of Ozette, and the wing pack and/or elemental cargo.
